Dear Administrator Whitman:

In 1996, the Environmental Protection Agency prepared a report entitled "Hazardous Waste Characteristics Scoping Study." The report found significant gaps in the regulation of hazardous wastes at supposedly non-hazardous waste facilities and the possible threat to human health and the environment from unregulated toxic wastes. However, I am very concerned with EPA’s apparent slow pace in addressing the gaps that were identified in the study. The numerous toxic threats identified and the large number and amounts of chemicals involved should make this a top priority.

The risk posed by chemicals in wastes that are hazardous, but are treated under the regulations as non-hazardous, should not be ignored. I urged you to immediately expedite the necessary Agency work to address this important concern.
